In order to expand the exchange platform on the topic "built heritage and energy" at European level, the ANVPAH & VSSP proposed to cities of its network to bring an URBACT II program.

URBACT is a European program that offers to cities to form a thematic network under priority axes, including the environment, to exchange know-how and practices, and create habits joint working at European level.

Bayonne as pilot City and the LINKS project (Low tech inherited from the old european city as a Key for performance and Sustainability), gather teh cities of Formigine (Italy), Veria (Greece), Almeria (Spain) and Delft (Netherlands) to exchange ideas and methods of investigation in order to make old quarters and built heritage a framework of life and a sustainable habitat.

This project is in its development phase in December 2009. It now includes five other European cities.
